PHPWebSocket Class ve server.php çalışma hatası

Merhaba phpwebsocket çalıştırmam gerekiyor fakat testler için local host üzerinde çalıştıramadım hata alıyorum.

IIS + php ve wamp server üzerinde deneme yaptım çalışmıyor

win consol da verdiğim komut.
