Biraz sabırlı ol bakalım ya, bu ne acele?
php dosyasını stil olarak çekebilirsin aşağıdaki gibi.
Menü için ise, menü kodları için kullandığın css kodlarında muhtemelen position: absolute; gibi bir değer vardır ve bu kod menü yerini sabitliyordur. Menü kodlarının css lerini görmeden birşey söylemek zor.
